[Mldxcc] MLDXCC list administrivia

Just a gentle reminder that if you put mldxcc at contesting.com into a BCC,
the reflector will hold the message for list admin approval. Approval takes
anywhere from 5 minutes to 7 days, depending on where I am at the time. ;)

There is really no reason to put a list address into a BCC. Nobody's
privacy is being preserved that way.
