[Mldxcc] 15m Band is Open to the Caribbean and AF

Worked VP2MDL in Monserrat on 15m CW and PH, then J5T in Guinea-Bissau on
15m CW with little effort on a two element beam at 35' and 500w. Perhaps 15m
SSB will be a points generating band this weekend for Sweepstakes.
