[Mldxcc] California QSO Party Rule Changes Affecting MLDXCC

Reflecting on the most recent US presidential election, this statement
worries me a little.

Another change in rules not mentioned in this write up is that clubs
formerly excluded  (SCCC for example) may now compete -- under new rules,
the only excluded club is the NCCC.

Consider the 2017 scores reported to 3830scores.com:

*MLDXCC: * *2,760,910*

*SCCC:*  *3,286,297*
