[Mldxcc] periodic MLDXCC emailing list reminder

Remember, the list software is pretty dumb but it does what it is told
pretty well. So...

- It doesn't like BCC. If it sees BCC it will make me approve it, delaying
your post.

- If it rejects your post, ask me about it. There's usually an easy fix. No
one has kicked you out of the club.

- It doesn't like long messages or big attachments. It will also ask me to
approve those, and then perversely strip them out of the message.
