So, if Mad River gets one more log, even accidentally, they're out of it .. right?
If we get those four logs you've identified plus one more then we're out of it.
Do the right people know they need to submit their logs?  I assume there's been some coordination, but I think there's a rule against telling someone NOT to submit to prevent going over the magic number of logs. Or maybe that's old news?
