Yes, on their site and the bulletin states it is effective as of August 26,2016. Only contacts before that date will count as a deleted country. I'm sure they wouldn't go that far with an April fools scam. In the past April fool QST pranks have just been magazine articles, never seen anything carried over to the website or put out as a news item.
