If you check the QRZ address on Google Earth, you can see he’s in a flat, suburban neighborhood in Carmichael with a one-half acre lot.  A tower with some sort of beam is visible, which could be something like a Force-12 multiband or a 6-meter beam.  The bluff overlooking the river is over 500’ away and would only give him an advantage to the south-east, if any advantage at all.
