But, of course, without members, the ARRL would lose all political clout in Washington as the one unified voice on amateur radio affairs, and then wouldn't have much reason for its existence.

New CEO Tom / NY2RF made interesting points in the QST article:

ARRL is not a radio club: it’s a Connecticut 501(c)3 not-for-profit corporation employing 93
people whose livelihoods depend on it, publishing a monthly magazine, offering more than 150 book titles, and spending $15 million annually on member benefits — of which members only pay $6 million per year. "

He really thinks that ARRL is a corporation, not a membership driven organization. Also suggests that members are not that (only 40%) important. He probably knows (i hope so) that without paying members base, there will be no advertising revenue.
Vote and $$$ are the tools to make a change.
