[na-user] na/iaru hq entries

I used it for the first time in IARU as well.  Same here.

I talked to K8CC a couple of days ago and says that is "normal"  (it's
always been that way).

I just made Notes and corrected the abbreviations in the log file
afterwards.

I simply edited the output files to correct the one (VERON) that we had...
