[na-user] Download priviledges for new users

Nobody has complained yet, but there has been some difficulty in uploading
new user information (i.e., usernames and passwords) to the NA Download Site.
We believe the problem is at the server end, and W4AN at the host is trying to
identify and fix the problem.  If you have recently bought NA or purchased a
first-time download access, please be patient as we try to get this problem
remedied.  We apologize for the delay.
