I experienced the same thing here Mike.  ZF worked fine as a QTH for
ZF2NT and the contact logged OK.  But when I entered XE as a QTH for
XE2L...NA refused to log it.  It was only when I entered MEX that I was
able to log it.

Perhaps we can get some kind of clarification.
