[na-user] Missing NA.TOF file?

It was suggested to just copy a previous NA.TOF file into the new NA
10.42 directory.  That seemed to have fixed the problem.

Wasn't sure if this file had changed with the new "Cabrillo" format. 
Looks like it's just used as "headers" for the .PRN files.
