[na-user] New URL for DATOM web site

My Internet Explorer will not connect to the new URL below. Says it cannot
find it. So I went to Contesting-on-Line and followed the links and ended
up at the old Datom site, which still worked fine- except that the latest
version of NA is still 10.45.
