I discovered the same thing while performing "pre contest" check-out. 
Remembered we had computer crashes at Field Day with 10.57, so used
10.56.

This has always been this way, as far as I know.  Kind of hard to know
what HQ stations will be on the air before a contest to make any kind of
multiplier file ahead of time.

It has always been this way.  Figure out the correct sequence, and you
can go between CW and SSB with one keystroke - CTRL+F! goes from SSB to
CW, CTRL+F2 goes from CW to SSB.  If you use any other sequence, then
you'll end up toggling through the other modes.
