Two major trends are changing how the ARRL can best convey information
to
its members.
One is the growth in members' access to the Internet. As of December
2000,
92% of ARRL members had computers and 89% had access to the Internet.
Both
percentages no doubt are higher today. More than 94,000 members are
registered to use the members-only portion of the ARRL Web site. Tens of
thousands do so on a regular basis. Every week, the ARRL Letter is sent
electronically to more than 61,000 members and is passed along to
countless
others. Impressive as those numbers may be, the Internet is also
effective
in reaching smaller groups with specialized information. It is not an
exaggeration to say that very nearly every active radio amateur uses the
Internet in some way to enhance his or her Amateur Radio involvement.
Every month, some portions of the print version of QST are made
available in
advance to members via the Web site. For example, February 2002 QST is
just
being printed but members who are interested have already been able to
read
the Product Reviews of the ICOM 756 PRO II and the Yaesu FTV-1000
6-meter
transverter and the results of the August 2001 UHF Contest.
We can say with pride that the ARRL is in the forefront among national
membership associations in making effective use of the Internet. Our
commitment of resources has kept pace with its growing importance.
The other major trend is in the economics of print media, particularly
as
they apply to QST. Three things are working against us: postage and
paper
increases that far exceed the general rate of inflation and a softening
of
the advertising market, not only in Amateur Radio but industry-wide.
The ARRL Board and management are keenly aware that most members regard
QST
as the principal tangible benefit of membership. In July 2000 the Board
took
two actions that underscored this. The first was to direct that QST be
printed in full color. This was accomplished beginning with the December
2000 issue. The second was to direct that QST be a minimum of 176 pages.
The 176-page minimum was reasonable if one assumed that paid advertising
would continue at then-existing levels. Unfortunately, that has not been
the
case and there is no reason to believe that the situation will improve
any
time soon. The decline in paid advertising means revenues are down, but
we
can't adjust printing costs accordingly by reducing the page count.
Therefore, at its meeting January 18-19 the Board will be asked to
remove
the 176-page minimum. The ARRL budget plan for 2002 that is being
considered
for ratification by the Board at this meeting calls for a substantial
deficit, but assumes that the minimum will be removed in order to avoid
enlarging the deficit by approximately another $100,000. Because the
economics of magazine production require that pages be printed in
multiplies
of 16, we anticipate that in 2002 there will be some issues with 176
pages
but that most will contain 160 pages.
But if QST is to be smaller, what will be reduced? From member surveys
we
know what in QST is popular and what isn't. We certainly don't want to
reduce the content that's popular, such as feature and technical
articles
(according to the surveys we could never have enough antenna articles)
and
popular columns. We also realize that some QST content that is not very
popular serves an important organizational purpose; its value cannot be
measured by popularity alone. Finally, we also recognize that for some
QST
content there are better delivery alternatives than for some other
content.
An example is the Annual Index of QST articles in the December issue,
which
typically takes eight pages. Today there is an on-line QST index on the
Web
site that is much easier to use than the print version. So in this case
we
have a QST feature that takes a lot of pages and, while no doubt useful
to
many, is low in popularity and can be delivered in a more useful form to
the
vast majority of members. Accordingly, we are not planning to print the
Annual Index in December 2002 QST.
There are two QST features that require substantially more space and can
be
delivered more usefully to members electronically: Section News and
contest
line scores.
Each month, between six and seven pages of QST is devoted to Section
News.
The space available to Section Managers to report activities in their
sections has always been limited to a certain number of lines based on
the
number of members in each section. Communication between Section
Managers
and the volunteers within the section field organization is extremely
important, but it is clearly not efficient to print 170,000 copies in
order
to communicate with members in sections having memberships ranging from
a
high of 6,600 to a low of 73. Today, thanks to the Internet and the Web
Section Managers are able to reach their members with more information
on a
far more timely basis, and with photos, links to other Web sites, and
other
capabilities that have never been available to them via QST.
Accordingly,
the budget plan for 2002 calls for Section News to be moved from QST to
the
Web. Plans are in place to make the Web version of Section News a far
more
effective communications medium than the print version has ever been.
Contest results are already available to members via the Web prior to
their
receipt of QST in the mail. From feedback we know that many of the
members
who are interested in the contest results take advantage of this. We
also
know from survey after survey that contest rules and results are the
most
disliked content in QST; when we ask what members would like more of,
and
what they would like less of, in QST the contest results and rules rank
dead
last. Even so, encouraging operating skills and station performance is
an
important part of the ARRL's mission. In short, while the contest
community
is a significant constituency within the ARRL membership, the amount of
QST
space committed to reporting of line scores and detailed rules is out of
proportion to the overall interests of the membership. At the same time,
we
can provide much more in-depth coverage of contest results via the
Internet
and the Web than we could possibly provide in QST. For example, we can
provide band-by-band contact and multiplier information for each
entrant,
not just for the high scorers. We can let contesters download the data
so
they can perform their own analysis. With some of the space freed up by
moving line scores to a more appropriate medium we plan to expand
editorial
coverage of contest activities in a way that we hope will be more
favorably
received by the members who are not themselves contest participants. As
a
more broadly based activity, Field Day results will not be affected.
While we plan to implement these changes in ways that will enhance the
affected programs, change is seldom easy. We realize that while there
are
fewer all the time, some members still do not have easy access to the
Internet and the Web.
The budget plan has been approved by the Administration and Finance
Committee and is now before the Board for ratification at its January
18-19
meeting. There is a great deal of healthy discussion going on among
Board
members. Whatever the Board ultimately decides, it will be an informed
decision.

We're talking about expanding contest coverage using a combination of the
ARRL Web site and QST. We're not talking about eliminating coverage of
contests in QST. What we are proposing is publishing contest results and
rules and information using a combination of QST and the Web, and taking
advantage of the strengths of each medium. Field Day and School Club
Roundup would stay in QST as they have in the past.
QST will carry contest write-ups that tell what happened during the
contest, along with photos and some top score boxes and some soapbox and
some material to promote the contest to people other than those who already
participate seriously. There will be more space for the write-ups and we
expect to have input from multiple sources to tell the story.
The Web will carry the detailed line scores (in several forms, including
searchable database, printable PDF file and downloadable data file for
those who want to do further analysis). Space on the Web is virtually
unlimited, so we can include additional information and tabulations not
available in QST. For example, we can include QSO/mult breakdowns for
everyone (not just the top scores). We can let you search for all scores in
your entry category. If you're a little pistol, you can see how your score
compares to others in your division or state or section without a lot of
searching and guessing. In addition, we can publish the results in a more
timely manner than we do now.
Contest Corral will remain in QST. Announcements for ARRL contests will be
published in QST, including the information that most people need to
operate the contest.
The problem we're facing is that the scope of ham radio continues to
expand, and the pressure on QST to cover it all is intense. For example,
you and I spend most of our ham radio energy contesting and probably don't
care much about, say, vintage radio (just an example-I don't know if you do
or not). So let's eliminate all the vintage radio stuff and print more
contest stuff. But there are a significant number of people who like
vintage radio and would say, let's eliminate all the contest stuff and
print more vintage radio stuff.
QST is not a contest magazine. It's not a technical magazine. It's not a DX
magazine. QST is a general interest membership journal, and it needs to
devote some attention to many areas of ham radio in a general way. We hear
from every interest group that we need to run more on their area of
interest and less on someone else's, so we know that we're doing a fair job
of balancing coverage. We do extensive surveying to find out what people
read in QST, what areas need more coverage, what areas need less coverage
and so forth. We supplement what QST can do for each interest area with NCJ
and QEX and the Web site and extensive range of ARRL books and CDs.
In the contest world, we receive perhaps 16,000 contest logs in a year
(excluding Field Day) but the number of different people submitting logs or
participating in multiops is maybe 6000, or 4% of the League membership
(and not everyone who sends a log is a member). Yes, several times that
number make QSOs during contests, but they do not send logs. If people just
operated and didn't send logs, we wouldn't be having this discussion.

We're talking about expanding contest coverage using a combination of the
ARRL Web site and QST. We're not talking about eliminating coverage of
contests in QST. What we are proposing is publishing contest results and
rules and information using a combination of QST and the Web, and taking
advantage of the strengths of each medium. Field Day and School Club Roundup
would stay in QST as they have in the past.
QST will carry contest write-ups that tell what happened during the contest,
along with photos and some top score boxes and some soapbox and some
material to promote the contest to people other than those who already
participate seriously. There will be more space for the write-ups and we
expect to have input from multiple sources to tell the story.
The Web will carry the detailed line scores (in several forms, including
searchable database, printable PDF file and downloadable data file for those
who want to do further analysis). Space on the Web is virtually unlimited,
so we can include additional information and tabulations not available in
QST. For example, we can include QSO/mult breakdowns for everyone (not just
the top scores). We can let you search for all scores in your entry
category. If you're a little pistol, you can see how your score compares to
others in your division or state or section without a lot of searching and
guessing. In addition, we can publish the results in a more timely manner
than we do now.
Contest Corral will remain in QST. Announcements for ARRL contests will be
published in QST, including the information that most people need to operate
the contest.
The problem we're facing is that the scope of ham radio continues to expand,
and the pressure on QST to cover it all is intense. For example, you and I
spend most of our ham radio energy contesting and probably don't care much
about, say, vintage radio (just an example--I don't know if you do or not).
So let's eliminate all the vintage radio stuff and print more contest stuff.
But there are a significant number of people who like vintage radio and
would say, let's eliminate all the contest stuff and print more vintage
radio stuff.
QST is not a contest magazine. It's not a technical magazine. It's not a DX
magazine. QST is a general interest membership journal, and it needs to
devote some attention to many areas of ham radio in a general way. We hear
from every interest group that we need to run more on their area of interest
and less on someone else's, so we know that we're doing a fair job of
balancing coverage. We do extensive surveying to find out what people read
in QST, what areas need more coverage, what areas need less coverage and so
forth. We supplement what QST can do for each interest area with NCJ and QEX
and the Web site and extensive range of ARRL books and CDs.
In the contest world, we receive perhaps 16,000 contest logs in a year
(excluding Field Day) but the number of different people submitting logs or
participating in multiops is maybe 6000, or 4% of the League membership (and
not everyone who sends a log is a member). Yes, several times that number
make QSOs during contests, but they do not send logs. If people just
operated and didn't send logs, we wouldn't be having this discussion.

That was fun. I like the short contests.
Conditions were not good. The east coast was a problem even on the high
bands - I missed a bunch of New England mults on all the bands. I decided
to sit out the first two hours so I could operate the low bands at the end.
That was a bad idea. 40 meters was terrible and 80 was non-existant. So
the last two hours of the contest were horrible. The joys of contesting
from Alaska!
Sorry I didn't bump into more club members for a QSO. Keep me in mind for a
Sprint team if NCC is putting one together. It's neat being able to add my
score to the NCC.

Thanks to all of you for posting your comments on RM-10352
(regarding Wideband/Narrowband mode segmentation on 160 meters) at
the FCC site. Both K1ZM and I sincerely appreciate your support
to make 160 a better place for all of us! However I have one more
request.
The ARRL Board of Directors is meeting later this week and
RM-10352 is one of the topics on their agenda. I strongly encourage
each of you to write your Director in support of the Petition. If
the ARRL would get behind it, it would be a done deal. Please send
a note of support to your director at hiscall@arrl.org today if
possible. I'm sure they are leaving very shortly for their meeting
so time is of the essence. You can also find your ARRL Director's
call at the bottom of this note.

I for one don't think this petition such a wise idea.
Phone contest operation on 160 will impossible, except at the cost of major
frequency fights with the normal users of the band, who ordinarily stay well
above 1850. Under the present system, phone DX contests avoid these guys,
and vice versa. The proposed system would be akin to prohibiting 75 meter
SSB operation below 3850. Not pretty.
This weekend is the SSB NAQP. For a couple of hours Saturday night there
will be SSB activity between 1800 and 1840 or so. Will the world be any
worse for it? I don't think so. But if the petition was granted, it would be
another contester-noncontester slug-it-out-fest, with poorer contest results
and a lot of pissed off anti-contest sentiment generated.
I don't relish the thought of another band where we have to listen to VE's
(including VY2ZMM?) running DX stations while we in the states can only
anonomously plead "listen up".
Be careful of what you wish for.

WRTC2002 ORGANIZING COMMITTEE LAUNCHES
THE LINEUP OF WRTC2002 "WILD-CARD" TEAMS
At its meeting of January 5, 2002, the full Organizing
Committee reviewed the wild-card applications received
to date and other selection related support elements to
complete selection of the remaining WRTC country teams.
It was realized that the WRTC had now reached such
public exposure and popular appeal that an impressive
array of the world's most prominent operators were involved
in the preliminary process, mindful of the constraints imposed
by the current WRTC framework for facilitating all potential

Another part-time effort...once again 40 meters was the money
band...had a real nice run going up to about 0100z. Heard

Oh, yes and tried not to be distracted by the VP8

results issue after the proposal to remove the same from QST became known.

reflection and input was necessary before removing these sections from QST,
and that the decision has been deferred for reconsideration at the July 2002
Board meeting.

Dear Fellow League Members,
A proposal to change the way we publish section news and contest line lists
was presented by K1RO, QST publisher, and K1ZZ, Executive Vice President of
the League, eight weeks ago at a meeting of the Administration and Finance
Committee, which I chaired. The committee was persuaded by the rationale
behind this proposal and voted to recommend its adoption at the January
board meeting. The proposed changes will improve section news and contest
coverage, free up editorial space in QST for items of greater general
interest, and save money that can be spent on more pressing matters, like
protecting our frequencies and our right to put up antennas.
There are many more compelling reasons to support the proposal. However, due
to the nature of the changes, the way the information got out ahead of the
explanation, and the concerns expressed by some members, the board decided
to wait until July to act on the recommendation. Perhaps by then, people
will have a chance to cool down, get the information they need, and maybe
even feel comfortable that this is actually a good thing. In the meantime,
in a gesture of leadership and commitment, the board voted to relocate its
meeting minutes from QST to the Web.
Our editors are asking to publish "special interest" information on the Web
site so that QST can be a better general interest magazine and be published
more economically. Section News and contest line listings consume 176 pages
per year, enough to fill an entire issue. The marginal cost of publishing
this information in QST is about $100,000 a year (not including mailing).
There's no doubt that section news has readers (I am one of them- and I read
line scores, too!). Thatıs not at issue. The problem is that few people, if
any, read the entire section news. Just 27% read it at all. Most read just
one or two of the 71 section reports. For example, we print 1.7 million
copies of the Colorado Section News each year for about 5,000 members (as
well as 1.7 million copies of the Virgin Island Section News for 77
members!). We print 30 million pages a year lines scores and Section News.
That's a monumental waste of League resources.
Contest line listings are also of large interest to a small group. There are
those who argue that a call listing in QST is the primary means of
recruiting new contesters. I agree with the QST editorial staff that general
interest coverage of contest events is a better way to promote activity.
Moreover, contesters as a group are already heavy users of the Web.
The board and its management team have set some big goals for the League:
1. Attract young people to amateur radio.
2. Protect our frequencies from commercial interests.
3. Make it easier for us to put up antennas.
We need your support and encouragement to improve our efficiency so that we
can do a better job of funding these pressing issues. We are asking you to
accept a few changes along the way to help us address the priorities of the
organization.
Let me to set the record straight. No one is arguing that section news or
contest line scores are no longer important, or that these activities will
no longer be covered in QST. Board level support of these activities is as
strong as ever. We simply have a better, cheaper and faster way to deliver
targeted section information and contest score lists than we had 30 years
ago. To get a taste it, go to the Web, click on your section in the upper
right, and check out what has already been done already by your section
manager. To see a bit of the great potential of this new service, check the
Santa Clara Valley section. Section Managers now have virtually unlimited
space to upload timely information as well as photos and data tables. Also,
check out our contest results in PDF (with searchable data files on the
way).
Whether you feel strongly or not, one way or the other, drop a note or an
e-mail to your division director and let him know your views.

This had most of the state of Michigan laughing for 2 days and a very
embarrassed female news anchor who will, in the future, likely think
before she speaks.
What happens when you predict snow but don't get any....
True story...we had a female news anchor who, the day after it was
supposed to have snowed and didn't, turned to the weatherman and asked
"So Bob, where's that 8 inches you promised me last night?"
Not only did HE have to leave the set, but half the crew did too they
were laughing so hard!

The Board also adopted the MSC's recommendations regarding club competition.
In accordance with the advice of the ARRL Contest Advisory Committee, five
specific changes were approved and will go into effect November 1, 2002,
when the "General Rules for All ARRL Contests" are updated for the 2002-2003
contest season. Under the revised ARRL club competition rules:
· The Board has altered the requirement that a member must attend at least
two club meetings a year in order to be allowed to submit score for a club
in the unlimited and medium categories. The new rules will allow
participation by "a member in good standing," as defined by the club. "In
part, this change recognizes that the dynamics of many clubs have changed,"
said ARRL Contest Branch Manager Dan Henderson, N1ND. "Many clubs hold
meetings on the air and on the Internet. Many clubs have large, active
participation on club e-mail reflectors." Henderson said that by allowing
clubs to define their own standard for "member in good standing," clubs can
include more operators as active participants in contesting activities.
· Medium and unlimited clubs now may define their club service area either
as a 175-mile radius circle or as an entire ARRL section. This change will
allow clubs from larger states than encompass entire ARRL sections to
compete with each other. Clubs may select one definition or the other but
not both.
· The percentage of operators who must be members of a club in order for the
club to claim a score from a multioperator station has been reduced from 66%
to 50%.
· A station owner no longer must be a member of a club in order for a guest
operator at the station to claim the score for that club.
· Canadian clubs that are full Radio Amateurs of Canada affiliates now may
participate in the ARRL Affiliated Clubs Competition.

Alpha, OH which is right outside of Dayton on Rt. 35.

Hi Jamie..think the new rules will have a positive effect on NCC. What we need to do is clearly define what a "member in good standing" is. Our current definition is now obsolete, but will stand for the time being.
