I for one don't think this petition such a wise idea.
Phone contest operation on 160 will impossible, except at the cost of major
frequency fights with the normal users of the band, who ordinarily stay well
above 1850. Under the present system, phone DX contests avoid these guys,
and vice versa. The proposed system would be akin to prohibiting 75 meter
SSB operation below 3850. Not pretty.
This weekend is the SSB NAQP. For a couple of hours Saturday night there
will be SSB activity between 1800 and 1840 or so. Will the world be any
worse for it? I don't think so. But if the petition was granted, it would be
another contester-noncontester slug-it-out-fest, with poorer contest results
and a lot of pissed off anti-contest sentiment generated.
I don't relish the thought of another band where we have to listen to VE's
(including VY2ZMM?) running DX stations while we in the states can only
anonomously plead "listen up".
Be careful of what you wish for.
