[NCC] IRC redemption

I had no problem with the older IRC's issued from the USA or from foreign country's.  The Mentor, OH post office took them all without any problem.  
They gave me $0.84 for each foreign IRC and the face value, stamped on the IRC, less $0.01 for each US issued IRC.  They gave stamps and not money.  It was very easy.  I did take the two pages from the PO document. that referred to IRC's with me.
