[NCC] NCC web site

The new NCC web pages have been posted. If you check it out you will note 
that several pages have little content-those are a work in progress. It 
renders fine in IE and Firefox at this time. The QSL.NET server has just 
moved, so there are some problems with download speeds but not generally too 
bad.

I would appreciate you checking it out and if you find errors or have any 
ideas let me know. check it here
