[NCC] Win Test

We have run 4 major DX contests with WinTest. Dave, W9ZRX did a super job
setting it up. It works perfect. No regrets moving away from CT.

The guys that write WinTest (the contest team from FY5FE) are very involved
on the WinTest reflector.
