[NCC] WebCluster DX watch tool improved at K3LR

While the preferred attachment method to the DX cluster network - to see DX
spots is via Telnet – as in Telnet to dx.k3lr.com

Thanks to Dave, W9ZRX and Max, NG7M there is an improved K3LR WebCluster
connection now available.

The latest WebCluster version is at http://dx.k3lr.com  - with lots of
custom display choices
