[NCC] RDXC this weekend

Not on the official NCC contest roster but one of my favorites. Russian DX 
test this weekend. 24 hours anyone can work anyone but Russian Oblasts are 
mults and count for more points. N1MM supports this very well and you can 
download a special logger from the RDXC site for this one. Get on, work me 
on all bands and have some fun.
