[NCC] NAQP Propagation on 10

Mike is right.  I just heard a loud K5YAA in OK on 28025 a few minutes ago. 
KU8E can testify that W8 is workable late in the evening quite often.  Maybe 
we can work K8MR in FL there this time .

Also, 15 is open to the west and sometimes to the south quite late at night 
but there are few sigs there.  Move 'em!

The "problem" with this contest is that you need to be too many places at 
the same time.
