[NCC] Congratulations

As stated at the meeting ....

Big thanks also go out to KQ8M, who took over from WT8C as treasurer on
short notice last year, and who also took over and improved management of
the NCC website.  Tim decided to step aside so he can focus on his
continuing studies and deal with his ongoing health issues.  (Besides
which, extra time means an increased probability that Tim will show up at
K8AZ to lend his considerable operating skill to the 'AZ multi-op efforts.)

Tim leaves us with a much-improved website and will stay on as an advisor
to Hal, W1NN, who accepted the request to manage things as the club moves
forward.
