[NCC] Congrats to the Red Badge

Congratulations and salutations to NCC's new ARRL "Red Badge" member, K3LR,
who was elected as the new Section Manager for Western PA.  (I guess Tim
didn't have enough to do maintaining the best multi-multi station in the
world AND taking DX Engineering into the top tier of radio sales houses AND
running everything important at Dayton.)
