Because the new 630 m and 2200 m bands share some frequencies with power line communications systems, hams need to tell the utility system operators that they plan to use these bands.
Every ham should sign up regardless of whether you plan to use these bands or not. The more hams sign up, the cleaner the bands are likely to remain.
