 I emailed Great Lakes Director WA8EFK (and VD W8WTD) a few days ago, before the K5UR letter, and likewise no response.


I did include one non-by-law suggestion: That ARRL adopt the Cabrillo "CERTIFICATES:YES/NO" specification so that they won't waste money sending me a certificate for making two QSOs in the January VHF Contest, as they did a few years ago. We'll see if they have any time and energy left to get to that after all the governance b.s.
