[NCC] ARRL Frequency Measuring Test W8WTS

cool beans Jim.....this was my second attempt at the FMT, and after less 
than stellar results in the first one, I also made the green box !!!  
within 0.23 on 80m, and 0.17 on 40, using IC-7610, mini gpsdo, and 
fldigi. My 80m submission was based on reference with 5 Mhz and 10 Mhz 
WWV, but I also ran it using 3.3 Mhz CHU and 5 Mhz WWV and came within 
0.05 hz. My son Jim, W3JST, used my raw collected data, but did some 
excel magic with standard deviation and replacing outliers with the 
median (and maybe a secret fudge factor), but he made the top box, 0.05 
on 80M, and -0.04 on 40...
