[Nodxa] North Korea Up

If you have not heard, Dom, 3Z9DX, who is in North Korea talking with 
government officials and finishing up plans for his upcoming P5 
DXpedition (Jan/Feb), is now active on 21222 kHz as of 0202z. Reports
are very week. As always, WFWL (Work it First Worry Later).
