For years K8CW has been handling my M letter bureau cards. However, I 
recently got a "Radiogram" from an unrecognized call telling me I had 
cards at the bureau and needed to send envelopes. Has there been a 
switch in letter handlers?

The "Radiogram" came as a PDF attachment to an email. Interesting what 
now qualifies for NTS traffic handling. Is there now an OIS (Official 
Internet Station) appointment?
