[Nodxa] Help needed with communications project

Hi All,
I know some of the members in this group worked with/for communications companies, and I need some recommendations for a friend who is a camp director in North Carolina.

This camp has 486 acres and has activities spread out through the who;e area.  He is looking to incorporate a radio system to provide communications for the whole camp.  In the approximate center of the acreage, there is a clearing of approximately 3 football fields or so, that contain the administration building and other buildings.  He would like to use this as a communication center, where calls can come into it and relays made if parties cannot communicate directly with one another.  Throughout the rest of the 486 acres, there are a lot of tall trees.

Right now they are using cell phones, but most of the time reception is pretty sketchy.  

He is definitely thinking radios; handheld units and a base station.  Erecting a tower for the base antenna is not a problem.
