[Nodxa] KB8NW ends publication of OPDX Bulletin

Our NODXA President has just issued the final edition of hte OPDX
Bulletin.  It is #1586 dated 10/31/2022 and includes his final remarks
about the OPDX and earlier efforts to disseminate DX information to all
DX;ers. The OPDX has been around for 31 years.  The last 1100 issues are
on my website for reference.  This is an amazing achievement by Tedd and
his OPDX Bulletin will be missed.
