[Orion] Raspy CW note

OK I have a better grip on what is termed "raspy".  I had another friend
about a mile away, get on the phone with me while I transmitted on 160M.  I
tested my rig both barefoot and with a full legal limit amplifier on.  He
used his 40M antenna so I didn't totally overload his Icom 756PRO as well as
had the preamp off and the attenuator in on the first step (not sure what
that was).  I transmitted on 1820 and when he was on 1820, listening over
the phone, the note was just as crisp and crystal clear as it could be.
When he tuned down to 1819, the CW note just went down and when he got past
1819, my note went totally away.  When he tuned up, he got to a point 1 KHz
up the band at 1821, where the note sounded harsh and raspy but he was off
my frequency and he was close.  In addition, if he had been on a 160M
antenna, he could not even have been on that same band as I would have
pumped his AGC all the way both sides of 1820 probably to the bottom of the
band and up to 1840 approximately.  I am now wondering if the raspiness I am
hearing is introduction of phase noise in his rig as the 756PRO is
susceptible to phase noise in the presence of a super loud and I guarantee
you on top band with my three phased verticals pointed right at him, I am
LOUD!

Anyhow I now can hear what he was talking about.  I don't think it a problem
but just wondering if anyone else ever ran a test like this to hear that
skirt noise?  I use 10 mS CW Rise/Fall (chaning this while listening did not
change what I heard) as well as EXT T/R Delay 1 of 90% and LCW is my mode.

I did not try this on UCW to see if the sideband of the "fuzz" shifted down
below my frequency but assume it should.

Is this something to be concerned about?  Only one report of "raspiness"?  I
suspect that the individual who is giving me the report has a problem tuning
in his receiver as when he calls someone on top band, he is always off
frequency.  I wonder if this could be a hearing problem (his penchant for
being off frequency always) on his part that exascerbates the problem?

Let me explain what I mean by he is always off frequency.  If the DX station
says call on 1821, he is on 1825.7 or .5 or .3 but never on 1821.0.  If the
DX station says listening on 1835, and that is where they are working
stations dead zero on 1835.0, then he is like 300-700 cycles too high,
always, never varies.
