It's simple.
The ARRL has sold out to Win Link 2000.

The only way to propagate the use of the "wide" digital modes like 
PactorIII/Win Link is to make room for them. The entire proposal has 
more to do with how the bands are apportioned for the "wide" modes like 
SSB, SSTV, digital voice, etc....Under the proposal you would be able to 
run PactorIII, with it's 3KHz wide signal, anywhere "wide" bandwidth 
signals are allowed.

The 200Hz limit on the "narrow" sections of the bands was some arbitrary 
number they came up with. It's obvious the ARRL's policy hand has 
absolutely no idea what it's technical hand is doing or saying on 
equipment reviews.
