[Orion] Orion Control Application - For Visually Impaired Operators

Hello all,

I am making the 'freeware' OrionE application available to anyone interested
in using the Orion via a talking interface.  The application permits the
operator a fair amount of rig operation via the serial interface to a shack
computer keyboard or TenTec Encoder/Keypad. If you are visually impaired or
know an Orion owner that is, this may be a useful tool.

I recommend that for serious use, a proper text to speech voice be installed
such as AT&T Labs Natural Voices (about $35.00) as the Microsoft Mary and
Microsoft Sam voices do not sound very good. A big thanks to Danny Hampton,
K4ITL, for the ergonomic design and testing.

The VB.net source code is available upon request to KE4U at ARRL dot NET if
you are a software developer.
