[OZ-CONTEST] [CCF] Rules for SAC 2020

Hi Stein-Roar!
I think the last NRAU meeting was in Denmark 2017. If you read the notes
from the meeting. SAC was only mentioned in a single phrase "SAC report was
missed. The SAC report was missed for this meeting, report shall be
requested.". SAC was not an item on the agenda. One of the benefits of
having a SAC Contest Committee with representatives from LA, OH, OZ and SM
is that we should be able to make decisions on the rules in a rather swift
manner. Waiting for the NRAU meeting each third year is too slow and u
nrealistic.
