I just built a nightly/dev version (build 792) that includes the EU-DX contest rules.

http://download.win-test.com/v4/nightly/wt_dev.zip  (usual credentials
required)

It requires the EU.DAT countries file, downloadable here :

http://download.win-test.com/files/country/EU.DAT

This file must be located in the /countryFiles directory.
