Hi Lou
I agree with just about all of what you said.
Ray should get the RF exposure study done professionally however -
rather
than do it on his own. I have recommended a source. This is to
avoid a
charge that it was "self-serving".
He also needs to be very careful how he handles this - strictly
under Part 97
rules.
As long as he does and doesn't lose his COOL, he will be okay with
the town
and the FCC.
He may have problems at some point with a CIVIL SUIT being launched
by his
neighbors - but that would not come until the FCC conducts its
inspection.
Neighbors usually won't spend money UNLESS they get no satisfaction
from the
FCC or the Town. But he needs to be prepared for that eventuality -
which is
why a good HAM attorney is a wise bet also at this point. I have
recommended
one to him.
