[RFI] RFI on TV while using dummy load

Based on information I have received from helpful persons on this 
reflector, I've come to the conclusion I need a brute force line 
filter, to suppress the 3rd harmonic of 21 Mhz being coupled to the 
power line, then getting into channel 3 of the tv, which is used for 
the dish receiver. If that does not work then I'll think about it 
some more and come back here for help.
