[RFI] FT-847 is a Part 15 Device?

I think the unsettling part is "Operation is subject to the condition
that this device does not cause harmful interference." On the surface
this appears to be pretty damning evidence for an irate neighbor to use
in court. Is this FCC language or is this something Yaesu made up?
