BPL noise is also more likely (I think) to have a pseudorandom sequence.  
this makes it much harder to remove with dsp circuits I've seen.

Maybe so, but many an electric utility company whose noise has been well 
below S9+30 dB has received correspondence from ARRL, then from Riley.
