[RFI] ECFS down, hacked?

The ECFS site is down, perhaps hacked (see spelling errors). Here's what I
got from it:

On entry:

Electronic Comment File Submission 

The ECFS system will be unavailable for scheduled maintenance from Saturday
Agugust 16th, 2003 until Monsday August 18th, 2003.
