Jason's web site recording isn't a street light. You have a classic arcing
source. Most likely from power lines. From the picture in Jason's web site,
there is an obvious potential for a problem. Looking at the picture, on the
Transmission circuit, upper lines, the center insulator post is going
through the cross are and extending to the point that it looks to be
contacting the cross arm brace. If they get within a half inch of one
another, at the voltage of the circuit, their will be sparking in the gap.
The induced voltage into the hardware will create a difference in potential
between the two to stress the air gap to the point of discharge.
