[RFI] alternative to PLC

Why on earth do power companies want to send data signals over power lines 
when they own the poles and the right-of-way to string a fiber optic cable 
and avoid their own noise and completely avoid the complaints they will 
face from interference from BPL/PLC?  Yes, a fiber optic cable will cost 
them money for material and labor, but the earning potential from users of 
that fiber optic cable would probably generate profit for them.

What am I not understanding?
