[RFI] When do BPL power lines radiate?

Please help me understand.  How many power lines WILL radiate and when and why?

1. Will the power line along the highway radiate if BPL is available "in our area"? When?
2. Will the power line along my road radiate if I don't use BPL? When?
3. Will the power line coming down my street radiate unless someone on my street subscribes to BPL? 
4. Will it radiate because BPL is simply available to them or only when someone is using it?
