"  The perceived issue of radiated emissions has been particularly 
troublesome to BPL
proponents and has been a point of focus for the UTC/UPLC legal team. While
ongoing industry testing shows only minor interference to licensed users 
easily
correctable through existing means, the FCC may require frequency notching and
other steps to resolve interference concerns. Such limitations are likely 
to affect
overhead transmission to a greater extent than underground wires. While the 
FCC's
BPL Notice of Proposed Rulemaking is cautious, proposing deployment under
existing emission limits with specific safeguards, the National 
Telecommunications
and Information Administration (NTIA) stated in its BPL Study that the 
interference
threat from BPL may be significantly underestimated by existing measurement
guidelines. If implemented by the FCC, NTIA's recommendations would likely
impose significant burdens upon BPL deployment. An FCC decision in its BPL
proceeding is expected in the autumn of 2004."
