[RFI] re bpl qrm Reports

If they've only rcvd 14-15 interference reports so far, no wonder they feel 
safe to proceed.  I understand it's been in limited areas so far, so could 
someone at the FCC or ARRL Labs (since FCC won't) do the math and 
extrapolate this small number of complaints to what they'd have with full 
nationwide rollout?

Then compare this extrapolated number to other interference complaints rcvd 
by the FCC (or ARRL) on other issues like powerline noise, other Part 15 
devices.  Perhaps someone at the FCC could see how this will eventually 
impact them and their future workload.
