What is needed there, and elsewhere, is for the friendly helpful legal 
staff at the ARRL to generate a release form and a letter of explanation 
for the neighbor to read and sign that releases the Ham from all 
liability.  (And an alternative explanation as to where they might find
"professional services" together with typical costs, if they don't want
the "amateur" neighbor repairing their defective-manufacture equipment
for free.

The reason that they would sign it is because they otherwise have
to tolerate the interference from the Ham's gear, and because their
interference-generating gear is technically subject to seizure as 
generating signals that illegally interfere with Primary Users,
Ham and Broadcast.
