I think it would be difficult to come up with business models because of the extreme variability in financial circumstances. Making sure that rural utilities (and the suburban ones for that matter) see this type of article is probably as effective as anything. Remember that there are many solutions available to the utilities and they are mainly looking for the investments that have the highest payback/risk ratio. Demonstrating that a low-risk option with a decent payback is available carries a lot of weight.

This sounds like a great plan. Let's use our resources!
Is there a way to develop an objective comparative business model for each approach for rural communities that will have credibility? This would cover the next level of diligence when the local ham representative is asked for details. Or, is the intent just to show the alternative and make them aware. Perhaps a hand off to the ARRL? Back up WILL be needed.

A good counter-example indeed.
Getting that article to the appropriate decision-makers across rural America
with a one-page, non-technical summary entitled "Read this before investing
in BPL" could have a significant positive impact. A good way to identify and
reach those local decision-makers is via local hams. As rural communities
become more aggressive in seeking and deploying broadband access, we want to
be sure that they're aware of this option.
