7. In express reliance on the covenants and representations in this Consent
Decree and to
avoid further expenditure of scarce public resources, the Bureau agrees to
terminate its Investigation into
whether PFI may have violated the Act or the Rules with respect to any
heated mattress pads and heated
blankets and associated external switching power supplies marketed by PFI
prior to the Effective Date of
this Consent Decree.
