[RFI] weak carrier at *463 Hz

On twenty meters I listen around 14.071 for PSK31 signals.  Almost every 
day a carrier comes on at 10 AM very weak at 463 Hz intervals, so 
14.070.463, 14.071.463 etc up and down the band.  Have not checked other 
bands yet as it seems to go and come back.  Nothing in my apartment is 
generating the carrier, have turned off the computer, TV.  But feel it 
is Television related, comes on right at the "hour" goes off at almost 
59 minutes past the hour.  I live in a senior high rise, 220 apartments, 
but feel it most likely be on the floor above me or the floor below me.  
"Price Is Right" show is on at 10 AM, know a lot of seniors watch that 
show.  Floors and ceilings are six inch thick, two foot wide pre 
stressed concrete slabs, laid side by side, slabs have some empty space 
in the center.  So maybe some older TV is generating this carrier, not 
offensive, line on the water fall is very thin, less than someone tuning 
with key down.  If a calling station is in the right spot where this 
carrier is, messes up the received text if the station is weak.  What 
could cause it?  Any ideas?
